Hilco Redevelopment Partners: Mercer Station

Transforming a former coal-powered power plant to a state-of-the-art industrial park to serve a regional distribution center in central New Jersey. Hilco Redevelopment Partners turned to Ransom to provide LSRP services for the ISRA closure and redevelopment of the former Mercer Generating Station in Hamilton Township.

Ransom’s preliminary site assessment identified over 160 individual areas of concern (AOC). Subsequent site investigation work involved geophysical and gamma surveys across the entire site to identify subsurface features and possible radiologically impacted areas. This led into the subsequent investigation of soils, groundwater, historic fill, former fly ash storage ponds and environmentally sensitive natural resources (wetlands and surface water bodies).

Additional activities included the assessment of structural concrete for onsite reuse and recycling, as well as multiple former and current site features such as ASTs/USTs, oil/water separators, silos, a wastewater treatment plant, pipelines, chemical/hazardous storage areas and historical releases.

Remedial investigation and action are ongoing at the site and involves numerous surface impoundments containing coal combustion residuals (CCR); and subsurface areas impacted with petroleum and chlorinated compounds, per- and polyfluorinated alky substances (PFAS), and PCB-impacted soil/concrete being managed under USEPA self-implementing plans (SIPs).
